1.         What are the requirements to establish or set-up new maritime training institutions?

 

Application for establishment of maritime training institution shall be made to the Director General of Marine Department Peninsular Malaysia.  Please refer to the guidelines for accreditation of training institutions offering approved courses to seafarers as in NMPM 1/99. 

 

 

2.         What is the address of maritime training institutions that provides modular courses under the STCW 95 Convention?

 

The address of an approved maritime training institution can be downloaded from http://www.marine.gov.my/service/Pusat%20Latihan.pdf. You may want to contact directly to the institution for more details.

 

 

3.         Which clinic should I attend for a seafarer medical examination?

 

You may attend to any panel clinic that received approval by Marine Department. The list of approved medical practitioner can be downloading from http://www.marine.gov.my/service/doctorlist.pdf

 

 

4.         What are the requirements to be an approved medical practitioner by Marine Department?

 

Applicant need to fill-in the application form JL/HEPP/B/10 completely and send it to Marine Headquarter together with all the credentials (Certified True Copy) as follows:

 

i)                    One (1) color photo (Identification Card photo size)

ii)                  Copy of Identification Card

iii)                Certificate of Medical Practitioner

iv)                Copy MMC certificate

v)                  Copy of diploma/degree in Occupational Health/ Medicine or Certificate of attendance of Familiarization course conducted by Marine Department.

5.         How can I get the Application form and also related form regarding medical certificate?

6.         When will Marine Department conducting examination for Deck and Engine Department candidate?

 

Examination schedule can be review and downloaded from www.marine.gov.my under Marine Guidance Note (NMPM)

 

 

7.         How do I buy a Marine Department publication by postal order?

 

You can buy the publications at ‘Wisma Pelaut Pelabuhan Kelang’ or ‘Pulau Pinang. For more information regarding postal order, please refer to NMPM 19/1999.

           

8.         I would like to apply for Certificate of Recognition (COR), what are the conditions which need to be met ?

 

The application for the COR shall be made at the nearest Port Office by filling JL/HEPP/B/03 form and attaching all authenticated copies of documents stated in page 2 of the above form. Please consult Marine Information and Guidance Note (NMPM) 25/2000 and (NMPM 9/1999.

 

 

 

9.         How much is the required fee to be paid for each Certificate of Recognition ?

 

The fees are prescribed as follows :-

 

i)                    New Application : Malaysian Ringgit 600.00

ii)                  Renewal Application : Malaysian Ringgit 600.00

iii)                Damaged / Lost : Malaysian Ringgit : 100.00

 

10.       How long does it take to process the application ?

 

Certificate of Recognition shall be processed within 3 months from the date in which the fully completed application has been received.

 

11.       Holders Certificate of Competency from which countries are eligible to apply for the Malaysian Certificate of Recognition

 

The Certificate of Recognition shall be issued to local seafarers and foreign seafarers whom intend to serve on board Malaysian Registered Ship whom are holding a valid certificate of competency issued by a foreign country which has signed a Memorandum of Understanding (MOU) with Malaysia. 12.       What is the validity of the Certificate of Recognition ?

 

The  validity for each Certificate of Recognition shall not exceed 1 year, should the validity of the exisiting COC is less than 1 year then the validity shall be in accordance to the exisiting COC. COC shall be not less than 6 months validity in order for the COR application to accepted and processed.

 

 

 

13.       I would like to apply for Safe Manning Document , what the conditions which need to be complied ?

The applicant has to complete the forms as in attachment 1a and Attachment 1b and submit the completed forms together will the required attachments and addressed them to the :- The Marine Headquarters, Marine Department Of Malaysia.

 

14.       How much is the fees prescribed for the application of Safe Manning Document ?

 

The payment shall be affected upon the successful approval of the application and the document will only delivered to the applicant upon receipt of the full payment. The amount for precribed shall be in accordance to the NMPM 51/2004

 

15.       How long does it take for the issuance of the Safe Manning Document ?

 

The application would be processed within 1 month from the date in which the complete application has been received.

 

16.       If a vessel needs to obtain more than 1 Safe Manning Document, what would the conditions be ?

 

A vessel may obtain more than 1 Safe Manning Document subject to a particular type of voyage ieDomestic, Near Coastal or Unlimited . The Conditions has been prescirbed in the NMPM 51/2004

 

17.       What is the validity of the Safe Manning Document ?

 

The validity of the Safe Manning Document shall be 5 years.
