CONTINUOUS SYNOPSIS RECORD (CSR)

1. General Information

This is in response to amendments to SOLAS requirements to enhance maritime security. The Continuous Synopsis Record (CSR) shall be issued by the Marine Department of Malaysia under the authority of the Malaysia government. The CSR certificate must be kept on board the vessel and shall be available for inspection at all times.


Provision
SOLAS 1974, as amended, Regulation XI-1/5 specifies the requirement for the applicable SOLAS ships to have Continuous Synopsis Record (CSR) onboard from 1st July 2004.

A CSR is required for all Malaysian registered vessels with the exception of :
o Ships not engaged on international voyages,
o Cargo ships of less than 500 gross tonnage,
o Ships not propelled by mechanical means,
o Pleasure yachts not engaged in commercial operation.

Fees Schedule

Fees for every issuance of the Continuous Synopsis Record (CSR) is RM 345.00

The fees charged is as per The Merchant Shipping (Surveyors of Ships and Radio Surveyors)(Fees)Rules in force.

2. Application

Application for all types of CSR should be submitted to the Registrar of Malaysian Ships at the Ship Registration Unit, HQ, Marine Department

1. Application for First CSR

(a) Please attach a copy of the following documents:

o Certificate of Classification
o Document of Compliance
o Safety Management Certificate
o International Ship Security Certificate

1. Application for Revised CSR

(a) Please attach a copy of the following documents:

o Form 2 (CSR Amendment form)
o Document according to the CSR information to be amended: (reference is made to the prescribed form)
o CSR Amendment Document
o Information no. 8 Document of Compliance
o Information no. 9 Certificate of Classification
o Information no. 10 Document of Compliance
o Information no. 11 Safety Management Certificate
o Information no. 12 International Ship Security Certificate

(b) For amendments to CSR information no. 4, 5 (Malaysian Port of Registry only) and 6, the ship’s registry information should be revised first at the relevant Registrar of Malaysian Ships office according to established procedures.

2. Application for CSR - Transfer to Malaysian Flag

(a) Please attach a copy of the following documents:

o Form 2 (CSR Amendment form)
o Final CSR from the previous Flag State
o If other CSR information (except information no. 4, 5 and 6) are also to be amended concurrently, then documents as in paragraph 3(b).

3. Application for CSR - Closure of Registry.

(a) The ship must have been issued with a Certificate of Deletion by the Registrar of Ships.

Whilst the department will verify the submitted data, it is the responsibility of the owner to ensure that all entries made on the Application Form are correct as any incorrect entry may delay the application process and/or result in an error on the CSR document.
