NOTA MAKLUMAT DAN PANDUAN MERIN
MARINE INFORMATION AND GUIDANCE NOTE NMPM 2/99 |
1. Perlaksanaan
konvensyen STCW seperti dipinda dalam tahun 1995 dan yang berkuatkuasa
diperingkat antarabangsa pada 1 Februari 1997 adalah dibuat melalui beberapa
perundangan di Malaysia. Perundangan ini ialah:-
(a) Kaedah Perkapalan Saudagar (Latihan dan Perakuan), 1999; |

The implementation of the STCW convention as amended in 1995 and which
came into force internationally on 1 February 1997 is done through various
legislation in Malaysia. The legislation are:-
(a) the Merchant Shipping (Training and Certification) Rules, 1999; |

Pelaut-pelaut yang memulakan perkhidmatan, pelajaran atau latihan laut selepas 1 Ogos 1998 adalah dikehendaki mematuhi keperluan-keperluan yang termaktub di dalam Kaedah Perkapalan Saudagar (Latihan dan Perakuan), 1999. Pelaut yang berada dalam pusat latihan atau belayar pada atau sebelum 1 Ogos 1998 boleh meneruskan mengikut standard lama untuk peperiksaan. | 3. Seafarers who commence their seagoing service, education or training after 1 August 1998 will need to meet the new requirements as stipulated in the Merchant Shipping (Training and Certification) Rules, 1999. Seafarers already in the training institutions or sailing on or before 1 August 1998 may continue on the old standards for examination. |
| 4. Demi untuk mematuhi kehendak-kehendak STCW 95 yang baru, kaedah-kaedah peperiksaan yang sedia ada untuk pegawai dek dan jurutera serta kaedah keanggotaan telah diganti dengan kaedah-kaedah baru seperti diperenggan 1. Salinan kaedah-kaedah diatas boleh dibeli dari mana-mana pejabat Percetakan Nasional Malaysia Berhad (PNMB). | 4. In order to meet the new STCW 95 requirements, the rules for examination of deck and engineer officers and the manning rules were replaced by the rules mentioned in paragraph 1. The copies of these rules may be purchased from any of the Percetakan Nasional Malaysia Berhad (PNMB) offices. |
| 5. Struktur peakuan baru bagi pegawai dek dan kejuruteraan telah dipinda dengan meluas untuk membolehkan pematuhan dengan STCW 95. Struktur persijilan yang baru diberikan sebagai Lampiran I kepada Notis ini. | 5. The new certification structure for deck and engineering officers have been extensively modified to enable compliance in the STCW 95. The new certificate structure is given in Annex I to this Notice. |
| 6. Bersangkutan dengan keperluan peralihan dibawah STCW 95 dan kaedah-kaedah yang dibuat dalam Kaedah Perkapalan Saudagar (Latihan dan Perakuan) 1999, semua perakuan kecekapan dan kebolehan yang sedia ada tidak akan sah untuk perkhidmatan dilaut selepas 1 Februari 2002 kecuali disahkan semula kepada standard dan jenis STCW 95. Untuk pengesahan perakuan yang sediada kepada standard sesuatu perakuan kekompetenan STCW 95, pemegang perakuan yang sedia ada dikehendaki menunjukkan bukti bahawa mereka telah mendapat latihan atau kelayakan seperti yang disenaraikan di Lampiran II kepada Nota ini. | 6. With regard to transitional provisions of the STCW 95 and the rules made in the Merchant Shipping (Training and Certification), Rules 1999, all existing certificates of competency and efficiency will no longer be valid for seagoing service beyond 1 February 2002 unless they are revalidated to the STCW 95 standards and formats. For the revalidation of the existing certificates to the standards of a STCW 95 certificate of competency, existing certificate holders are required to produce evidence of having acquired the appropriate training or qualifications as listed in Annex II to this Note. |

| (a) Perakuan
pegawai pengawasan Dek bagi kapal konvensyen adalah perakuan yang sama
bagi semua pelayaran. Perakuan ini dimaksudkan untuk digunakan dalam
semua pelayaran samada pesisir pantai ataupun yang tanpa had bagi semua
tanan. Bagi kapal yang kurang dari 500 GT ada perakuan khusus untuknya
dan hanya boleh digunakan dikawasan pesisir pantai sahaja.

(a) The Deck
Watchkeeping Officer Certificate for convention ships is a common watchkeeping
certificate for all voyages. This certificate is meant to be used
on all voyages either near coastal or unlimited of whatever tonnage. For
ships of less than 500 GT has its own watchkeeping officer certificate
which can only be used in the near coastal limits.

| (b) Perakuan
Pegawai menjaga awasan Kejuruteraan > 750kW adalah perakuan yang sama bagi
kegunaan diatas semua pelayaran samada bagi pesisir pantai atau tanpa had.

(b) The Officer
in charge of engineering watch (WKE) > 750 kW certificate is a common certificate
for use on all voyages either in near coastal or unlimited.

| (c) Kelasi
yang menjadi sebahagian dari awasan ialah perakuan yang sama bagi semua
pelayaran dan kapal yang melebihi 500 GT atau 750 kW.

(c)
The rating forming part of a watch is a common certification for all voyages
and ships of over 500 GT or 750 kW.
