FAILURE OF ELECTRONIC SYSTEMS ON CERTAIN DATES DURING 1999 AND 2000 |
Dear Captain,
You should know that electronic systemsmay fail at certain times during 1999 and 2000, because they cannot process certain critical dates.
Such systems include automation and safety systems, whose failure may result in loss of power, steering or malfunctioning of navigational equipment.
Guidance on the risks and precautionary action has been published by the International Maritime Organization as MSC/Circ.868, "Address the year 2000 Problem." A copy is attached. Additional guidance is given in IMO Circular letter No.2121 (5 March 1999).
IF THE OPERATOR OF YOUR SHIP HAS NOT TAKEN ACTION TO DEAL WITH THE RISK YOU SHOULD IMMEDIATELY DISCUSS THE MATTER WITH THEM.
The member states of the Tokyo MOU on Port State Control expect all ships in their waters to minimize the risk. Ask the critical dates approach Port State Control Offocers may ask how the potential risks have been addressed. Unsatisfactory answers may lead to action being taken against the ship.
Ships currently required to comply with the ISM Code will be expected to manage the problem through their safety management system.
